This may be true.  But if you follow that to the logical conclusion then voting in person does not guarantee that one's vote will not be manipulated.  I can guarantee that a vote you actually cast has a much better chance of actually counting than one you don't. 

If the suspected emergency occurs it will likely strike in that period where it is too late to receive an absentee ballot and election day.  Early voting, at least in my County, begins BEFORE the last day for requesting an absentee ballot.  If the polls are closed down to mitigate said emergency then those who waited for election day have no chance of participating.  Early voting, while not a perfect solution, affords a greater chance of success.  Just sayin'.

The believably of the planned threat is immaterial.  The imposition of Marshal Law Stay At Home Order will be real enough.  The perfect part is that no one actually has to stay at home.  The polls can just be shut down because of the imposition of Marshal Law Stay At Home Order.
